NNPC slashes crude buyers from 43 to 16
The Nigerian National Petroleum Corporation on Thursday said it had reduced the number of crude oil off-takers for the proposed 2015/2016 term contract from 43 to 16.
It said the move was part of measures to optimise the marketing of the nation’s crude oil and secure new market potential.

Find What You Are Looking For Faster On Google
There was a time I use to spend a lot of time on Google searching for something and sometimes, I won’t find exactly what I was looking for or before I will find it, I must have wasted a lot of time.
I know a lot of people still face this problem. A lot of people get frustrated because they can’t find what they are looking for. You don’t have to be. Google doesn’t have all the answers to your questions, but understanding how Google and other search engines work and learning some search tricks can help save you a lot of time while still finding exactly what you are looking for.
So how does Google and other search engines work?
When you enter a phrase in Google search for instance, Google crawls the entire web looking for websites that contain the same or similar keywords and then displays them (according to the ones it considered to be the most relevant and safest) for you as a result.
As I mentioned in the previous paragraph, Google looks for keywords and not every word in you question or phrase.
Keywords here simply means the words that Google considers to be the most important.
There are some words that Google and search engines in general ignore when searching for your query unless you typed only these words. These words are known as stop words and they include words like on, is, was, a, etc. You might consider not including those words when next you want to search on Google since it will ignore them anyway.

HAVING SAID THAT, HERE ARE SOME SIMPLE TRICKS I USE TO GET RESULT FAST ON GOOGLE.
#1. Type only the keyword (the words you consider to be the most important). Since Google will ignore the stop words, why bother including them in your search query?
For example, instead of searching “my laptop screen turn black after booting how do I fix that?”, you can simply search “laptop black screen solution”. Remember Google is a robot not a human being.
#2. Use quotation marks to find the websites that contains exactly the words you are looking for. When you put your search query in quotation marks, Google will only bring out websites that contains the exact same phrase the exact way you typed it.

#3. Use asterisk (*) to search for popular quotes or phrases that you can’t remember some of its word. An example is if you want to search for the statement “the quick brown fox jumps over a lazy dog” but can’t remember the whole statement, you can put the words you remember in asterisk and Google will do the rest.
#4. Adding hyphen (-) before a word tells Google to exclude the word while crawling for results.
A typical example is when you search for the word “jaguar”, Google will show you result for Jaguar cars, but that might not be the type of jaguar you have in mind.
To exclude Jaguar cars from the result in this scenario, simply type jaguar -cars in the search box. Be mindful not to leave a space between the hyphen and the word.
#5. Use double period (..) to search for range. For example, if you want to search for laptops between the range of 60k to 80k in Nigeria, you simply type laptops N60k..N80k.
#6. Using colon (
a. To get result only from a specific website, use the following format. site:site URL keyword. An example is shown in the image below.
b. To find websites relating to a particular website, use the following format; related:site URL. An example is shown in the image below.
c. To get information about a particular website, use the following format; info:site URL. Here is an example.

Fake Army Major-general Arrested In Imo State
One Samuel Ngozi, a native of Isiala Ngwa local government area of Abia State, was on Wednesday apprehended and paraded at the Imo State Police Headquarters, Owerri, for posing as a Major-General in the Nigerian Army.
According to reports, the self-acclaimed Army Major had been terrorizing the residents of Nekede community in Owerri West local council area of Imo State.
The acting Commissioner of Police, Mr. Dave Akinremi, explained that the fake soldier was arrested by the Command while terrorizing Nekede people.
“The suspect was nabbed, following a credible tip-off.
“He would be charged to court soon for impersonation and felony, after proper investigation,” Dave said.
The Command, in a similar development, had also apprehended a 22-year-old Kelechi Ihemegbulam, a graduate of Information Science from Abia State University, Uturu, for alleged murder and cult related deeds.
The acting Commissioner disclosed that until this arrest, the suspect, Samuel, was in the wanted list of the Command, while saying that Ihemegbulam was a member of the notorious brotherhood fraternity.
“Ihemegbulam was wanted for his involvement in the murder of several persons within and around the state, as well as cult- related activities,” Dave said.
“He has since made useful statement to the police and would soon be charged to court,” he added.

10 Things You Need To Know About Pension In Nigeria
Your pension fund administrator (PFA) will take your questions and give you all the information you need to make the right choices as you prepare for life after work. Furthermore, here are 10 things you should know about your pensions before you retire.
1. What’s the due date and payment mode?
If you choose to be paid monthly, your PFA will pay your money to your bank account on or before the 24th day of each month. You don’t have to worry about cheques or any long process. Receiving your pension will be completely convenient for you.
2. What happens in the event of death?
If one is on the Contributory Pension Scheme (CPS) and dies either in active service or after retirement, the next-of-kin as provided by the deceased to the PFA will be contacted to provide relevant documents for processing the contributions. The contributions will be paid to the named beneficiary in the WILL of the Letter of Administration.
3. Can you change your next of kin after you retire?
This can be done at anytime. The change of personal information form will ideally be found on the website of your PFA. Download the form, fill it and submit to your PFA for actioning.
4. How much can you take at once when you retire?
As lumpsum, a retiree is entitled to an amount not less than 25% and not more than 50%. This amount is however dependent on the fact that the retiree is able to collect a monthly pensions of not less than 50% of his/her last salary (computed based on the housing, basic and transport) for a estimated period of atleast 18 years.
5. How soon can you start getting your pension after you retire?
The process of documentation actually starts six months before you retire. For FG employees they have to go for the Bond verification exercise organised by PENCOM. This exercise basically is to enable PENCOM consolidate their account and ensure their accrued rights are paid immediately they retire. For Private sector employees, your PFA has to confirm that all contributions due to you have been made. This process is called ‘consolidation of account’. After this is done, the process of actual payment should take about 3 weeks.
6. Can you choose how you want to be paid?
The programmed withdrawal means you get to choose your payment interval by yourself. You can choose to be paid your pension monthly or quarterly depending on what you think works best for you. Your PFA will be crediting your bank account according to the plan you choose.
7. Can you take from your RSA before you retire?
Yes you can withdraw for your RSA before you retire if you are out of employment for four months and you’re unable to secure another employment. You will be given 25% of your RSA balance. After this 25% has been withdrawn for your RSA, the balance cannot be touched until retirement.
However, if you choose to make additional voluntary contributions (AVC) into your Retirement Savings Account (RSA) you are entitled to withdraw from your AVC any time before retirement (it is tax free if withdrawal is after 5 years). So if you’ve been putting some AVC in your retirement account or if you start now, you too can withdraw from that at any point before you retire.
8. What happens to your balance after you withdraw your lump sum?
When you retire and take an initial lump sum from your RSA, the rest of the money will either be used to procure an annuity for you, or it will be used to fund a programmed withdrawal that pays you for an estimated lifespan of not less than 18 years…in real terms…for life.
A programmed withdrawal is a method by which the employee collects his retirement benefits in periodic sums spread throughout the length of an estimated life span.
An annuity is an income purchased from an approved life insurance company which provides monthly or quarterly income to the retiree during his/her lifetime but only the first 10 years are guaranteed meaning if the retiree dies AFTER 10 years, his/her beneficiaries get NOTHING.
9. Other than when you retire, when can you have access to your RSA?
There are special cases. For instance, if you retire before you’re 50 years old because of a mental or physical disability, your PFA will give you immediate access to your RSA. You can also claim 25% of your pensions if you lose your job and can’t get a new one within four months.

NUC Releases List Of Illegal Tertiary Institutions In Nigeria
The National Universities Commission has released a list of illegal degree awarding institutions operating in Nigeria.
The schools were published in the NUC’s weekly bulletin dated August 24.
According to the bulletin, the NUC Executive secretary, Julius Okojie, warned that those who patronise the schools, do so at their own risk.
“Certificates obtained from these sources will not be recognized for the purpose of NYSC, employment and further studies,” the NUC said.

The schools were published in the NUC’s weekly bulletin dated August 24.
According to the bulletin, the NUC Executive secretary, Julius Okojie, warned that those who patronise the schools, do so at their own risk.
“Certificates obtained from these sources will not be recognized for the purpose of NYSC, employment and further studies,” the NUC said.

GRADUATE UNEMPLOYMENT SOLUTION: AN OPEN LETTER TO PRESIDENT MUHAMADU BUHARI - PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA
Mr. President Sir, since May, 29th 1999, Activist, Analyst, Pundits, Journalists, Stakeholders and Citizens have always complained about the problems that has plagued Nigeria: Insecurity, unemployment, lack of power, lack of portable water, bad roads etc.
Solutions to these problems are rarely proffered, even if they were; foreigners are brought in to design the framework to these problems which immediately collapse before or after the initiation stage; the reasons for the failures are not far fetched: Nigeria’s problems are not solely solve by “textbooks” laws, postulations or hypothesis but by the sufficient inputs of its citizens who have genuinely bore the brunt of the problem and have been hurt the most.
For 16 years (Post Democracy Era), these problems still exist and the vicious cycle of complaints still continues.
I am a Graduate, an Economist, an Entrepreneur, and a Youth. I have refused to be in the same school of thought of complainants, but have taken it upon myself to be a problem solver in the area that concerns me the most – UNEMPLOYMENT.
Mr. President, No Government in the world has ever solved the problem of Unemployment 100%, but what defines a successful Government is its ability to manage that part of the unemployed population.
Nigeria at the moment is experiencing perilous time as regards revenue. The country’s gross Income has continued to dwindle, to set aside funds to pay the unemployed population is not an Item that should be brought to the table; as some of the employed are being owed backlog of salaries.
Mr. President, we the Unemployed Graduates in Nigeria are not asking for salaries to be paid to us monthly, without doing anything. All we are asking is Government Insurance Packages that will cater for our basic needs between the time we complete our NYSC to the time we secure a Job.
Mr. President Sir, with my background in Economics and Entrepreneurship I have developed a Framework (ENGAGE 360⁰) that has identified 5 major needs of graduates from the completion of NYSC till when he/she secures a job.
ENGAGE 360⁰ is a Framework that will not cost the Nigerian Government money to execute but will rather solve the dependency of unemployed graduates on the Economy.
ENGAGE 360⁰ is a Biometric Solution which identifies, provides and distributes Government Welfare Insurance packages to Unemployed Graduates, through Companies, institutions, organizations and businesses leveraging on the “TRADE by BARTER” System.
Mr. President below are the 5 major challenges youths are faced with on daily basis when unemployed and “job hunting”; juxtaposed are Institutions that can provide the desirable succor

States’ Bailout: Banks To Release Funds For Salary Arrears
The Central Bank of Nigeria (CBN) has approved the request by Deposit Money Banks (DMBs) to provide financial accommodation to state governments to enable them to pay the backlog of salaries of their workers.
This is contained in a statement on Wednesday in Abuja by the Director, Corporate Communications, CBN, Mu’azu Ibrahim.
According to the statement, the approval was based on the CBN’s decision to collaborate with relevant stakeholders to consider ways of liquidating the outstanding staff salaries owed by state and local governments.
“The conditions for accessing the loan facility include State Executive Council authorisation, state House of Assembly consenting to the loan package, as well as issuance of Irrevocable Standing Payment Order (ISPO) to ensure timely repayment.
“Out of the 27 states involved, funds have been disbursed to two states namely Zamfara and Kwara states that met the requirements as agreed with their respective banks.
“Efforts will be made in the coming days to conclude disbursements to other states so that all outstanding salaries to civil servants can be cleared,” it stated.

A’court Upholds Ambode’s Victory, Fines Agbaje
The Lagos Division of the Court of Appeal on Wednesday affirmed the verdict of the Lagos State Governorship Election Petitions Tribunal which upheld the declaration of Akinwunmi Ambode as the winner of the April 11, 2015 governorship election in Lagos State.
The appellate court aligned with the July 1, 2015 decision of the Justice Muhammad Sijaro-led tribunal which declared as incompetent and therefore struck out the petition by the second runner-up in the said election, Jimi Agbaje, candidate of the Peoples Democratic Party.
The five-man appeal panel, after dismissing Agbaje’s appeal on the grounds of incompetence, ordered him to compensate each of the respondents in the sum of N50,000 each.
Ambode had been returned winner of the April 11, 2015 poll by the Independent National Electoral Commission having polled 811,994 votes ahead of Agbaje who polled 659,788 votes.

Cops Arrest Gun Runners, Recover Gun- Manufacturing Equipment
The Lagos State Police Command has arrested a 26-year-old suspect, Ayila Ejir, for allegedly manufacturing and selling guns.
The equipment used for making the arms were said to have been recovered from Ejir, who reportedly confessed to the police to have sold some AK-47, among others, to his customers.
It was learnt that Ejir was arrested along with his accomplices, 18-year-old Joseph Ochanni and Raymond Kakaan, who also confessed to have sold guns to many people, including a soldier.
PUNCH Metro gathered that Ejir was nabbed by men of the Special Anti-Robbery Squad who stormed his factory in Usambe village, in the Kwande Local Government Area, Benue State, on August 10.
Our correspondent learnt that a single-barrelled gun and gun parts were also impounded at the factory during the raid.
It was learnt that manhunts were launched for the suspects following the arrest of a four-man robbery gang in the Alagbado area of Lagos State on July 8.
The robbers, identified as Peter Ikumofu (20), Adekunle Adeyemo (21), and 18-year-old Emeka Onyekachi, were said to have robbed a hotel and traders in the community around 10pm on the fateful day.
It was learnt that Ikumofu had bought a berretta pistol reportedly used for the robbery from Kakaan for N40,000. He was said to have led the police to Kakaan’s house in Usambe, where two single-barrelled guns were recovered.
Ejir told the police that he learnt how to make guns last year, adding that he sold five guns to Kakaan for N30,000 each.
He said, “In February 2014, I decided to learn welding. My boss taught me how to construct guns and I started making them myself since he died in December last year.
“I have sold five guns to Raymond (Kakaan) for N30,000 each. I also bought 30 live ammunition from him at the rate of N300 per one and resold each for N400. The AK47 rifle engine that was recovered from my shop by the police belonged to my late boss.”
Kakaan said Ikumofu, one of the robbers, had bought the gun from him on the pretext that he wanted to use it to protect himself from some cultists, who were reportedly threatening his life.
He said, “I am an NCE holder. I sat for UTME last year to continue my education in the university and scored 224. I was introduced to Ejir in March by one Nevkaa. I sold one of the five pistols I bought from him to one Mr. Jackson, a soldier for N50,000. It was Joseph (Ochani) that brought Peter (Ikumofu) to me that he needed a gun to protect himself. The two remaining guns were recovered from my house.”
A police prosecutor, Inspector Benson Emuehi brought the six suspects before an Ikeja Magistrate’s Court on Tuesday on five counts bordering on armed robbery and illegal dealing in arms and ammunition.
The charges, according to the police, contravene sections 409, 297, 295, and 328 of the Criminal Law of Lagos State of Nigeria, 2011.
The defendants’ pleas were not taken by the presiding magistrate, Mrs. O.A. Olayinka, who ordered that they be remanded in prison, adding that their case file should be forwarded to the Directorate of Public Prosecutions for advice.
Olayinka adjourned the case till November 30, 2015

Our correspondent learnt that a single-barrelled gun and gun parts were also impounded at the factory during the raid.
It was learnt that manhunts were launched for the suspects following the arrest of a four-man robbery gang in the Alagbado area of Lagos State on July 8.
The robbers, identified as Peter Ikumofu (20), Adekunle Adeyemo (21), and 18-year-old Emeka Onyekachi, were said to have robbed a hotel and traders in the community around 10pm on the fateful day.
It was learnt that Ikumofu had bought a berretta pistol reportedly used for the robbery from Kakaan for N40,000. He was said to have led the police to Kakaan’s house in Usambe, where two single-barrelled guns were recovered.
Ejir told the police that he learnt how to make guns last year, adding that he sold five guns to Kakaan for N30,000 each.
He said, “In February 2014, I decided to learn welding. My boss taught me how to construct guns and I started making them myself since he died in December last year.
“I have sold five guns to Raymond (Kakaan) for N30,000 each. I also bought 30 live ammunition from him at the rate of N300 per one and resold each for N400. The AK47 rifle engine that was recovered from my shop by the police belonged to my late boss.”
Kakaan said Ikumofu, one of the robbers, had bought the gun from him on the pretext that he wanted to use it to protect himself from some cultists, who were reportedly threatening his life.
He said, “I am an NCE holder. I sat for UTME last year to continue my education in the university and scored 224. I was introduced to Ejir in March by one Nevkaa. I sold one of the five pistols I bought from him to one Mr. Jackson, a soldier for N50,000. It was Joseph (Ochani) that brought Peter (Ikumofu) to me that he needed a gun to protect himself. The two remaining guns were recovered from my house.”
A police prosecutor, Inspector Benson Emuehi brought the six suspects before an Ikeja Magistrate’s Court on Tuesday on five counts bordering on armed robbery and illegal dealing in arms and ammunition.
The charges, according to the police, contravene sections 409, 297, 295, and 328 of the Criminal Law of Lagos State of Nigeria, 2011.
The defendants’ pleas were not taken by the presiding magistrate, Mrs. O.A. Olayinka, who ordered that they be remanded in prison, adding that their case file should be forwarded to the Directorate of Public Prosecutions for advice.
Olayinka adjourned the case till November 30, 2015

I Killed My Fiancé Over Sex, Says Suspect
A 24-year-old lady, now in police net, has explained while she stabbed her fiancé, Edet Ebong, to death with a kitchen knife. The lady, identified as Blessing Edet, told our correspondent that the quarrel and subsequent fight which led to Ebong’s death was over sex.
Blessing, residing at Ogombo village, Lekki in Eti-Osa Local Government Area of Lagos State, said Ebong got angry and pounced on her after she refused him sex. Recalling the fateful incident of August 18, she said: “We lay down to sleep and he started making advances on me for sex. I told him I had a hectic day and was tired. He flared up and started beating me.
“He broke the standing mirror in the room and injured me above my left eye with the broken glass. In defence, I ran to pick up the kitchen knife I had used while preparing ‘Indomie’ noodles for him. I mistakenly stabbed him in the stomach.” Rather than look for ways to stem the blood flowing out from his stomach, Ebong allegedly continued to chase his lover round the room until he became too weak.
Blessing recounted: “After stabbing him, the fight continued. He went under the bed, brought out a cutlass and said he was going to kill me. It was at this point that my younger brother who had been trying to stop us, but to no avail, rushed out to call neighbours. “My landlord heard the shout and rushed into our room. He saw Edet bleeding while I was holding a knife. He alerted the police and Edet was rushed to the hospital. Unfortunately he died two days after.” The love birds had been engaged for the past 18 months and were at the verge of finalising their marriage plans when the tragedy occurred.
The late Ebong, an employee of Akwa Ibom State Transport Company (AKTC), had returned to home around 11pm on that fateful day. Blessing, who described herself as an orphan, added: “Edet was my fiancé. We have been in a relationship for about 18 months now. However, six months ago, he had trouble with his accommodation; so I told him to move in with me since we were already engaged.
“We have never had a misunderstanding before. But on that fateful day, I had just returned from the day’s business and was resting when he came in. Edet came in drunk. He requested I prepare ‘Indomie’ noodles for him, which I did. “After eating, he asked me of the engagement ring he had given to me. I told him it was on the table.
This was before he started beating me. Sincerely, I stabbed unintentionally, even while he was in the hospital, I prayed he would survive. I don’t know what came over him that day. We had good plans for the future.
He was not just a lover but also a brother.” Blessing said that she started living alone four years ago, after her aunt told her that her presence in her home was making her husband uncomfortable. The woman assisted Blessing and her kid brother to secure a room apartment. It was this home that Ebong later came to join her. When contacted, the state Police Public Relations Officer (PPRO), DSP Patricia Amadin, said she was still trying to access the full details of the incident at press time. But a resident, who spoke on condition of anonymity, said: “It was around 12am and 1am when they started fighting.
They were disturbing the peace of the entire village. I heard the argument. It was about noddle which Blessing’s boyfriend, Obong, asked her to prepare. She prepared it without adding ‘Sardine’ which he had requested.
“The argument led to a fight. Blessing later stabbed Obong. She shouted ‘I will stab you with knife’. And that was what she did. She ripped open the man’s stomach.” Another resident said: “The two friends are from Akwa Ibom State. But Blessing, who is a prostitute, rented a room in this village. Then, she started bearing Amaka. She has no other work than to be sleeping with men and clubbing.”
The resident added that a few months ago, the two lovers had a quarrel which made Blessing to throw out Obong’s belongings from her room. According to her, it was when Blessing could not cope again that she mended fence with Edet.

I Didn’t Praise Jonathan’s Anti-corruption Style – Falana
Human rights lawyer, Mr. Femi Falana (SAN), on Wednesday denied claims that he approved of the approach former President Goodluck Jonathan’s administration adopted to fight corruption.
Falana, in a statement, said “some misguided fellows” attributed to him in his recent interview with Channels Television, a suggestion that the Jonathan administration fought corruption in a more civilised way.
“I challenge the reactionary forces that have twisted and manipulated my views to reproduce any statement made by me suggesting that ex-President Jonathan fought corruption in a civilised manner,” he said.
He said the claim was part of a desperate move to discredit President Muhammadu Buhari’s anti-corruption policy and to link him with forces of corruption that were fighting back against the policy.
He said, “In a desperate move to discredit the anti corruption programme of the Muhammadu Buhari admistration some misguided fellows have attempted to link me with the forces of corruption that are fighting back in the country.
“I was alleged to have ‘suggested’ in an interview with Channels television, that (former) President Jonathan fought corruption in a more civilised manner than President Buhari. I never made such a silly statement. Hence, the ‘suggestion’ ascribed to me is grossly misleading and downright dishonest.”
Falana had said in the interview that the National Peace Committee, led by a former Head of State, Gen. Abdulsalami Abubakar, was only protecting the interest of the rich.
He said in his statement on Wednesday that the much that he said about Jonathan administration’s fight against corruption was that the administration recovered $970m from the loot of the late former Head of State, Gen. Sani Abacha.
He said, “In accusing the influential members of the National Peace Committee of gargantuan hypocrisy, I did say that tbeir chairman, General Abbdulsami Abubakar, even probed the dead and recovered property and over $1bn from Abacha loot which are contained in the Forfeiture Decree No 45 of 1999.
“With respect to President Jonathan, I did say that his administration recovered $970m from the said Abacha loot and sacked three of his ministers. I never said that those actions were taken quietly as they were announced and celebrated in the media by the Jonathan administration.
“Consequently, I questioned the motive of the members of the National Peace Committee in calling for ‘soft landing’ for corrupt people. Convinced that the call was a demonstration of class solidarity I urged the Buhari administration not to be deterred in prosecuting the anti-corruption war.
“In fact, I did not hesitate in supporting President Buhari’s anti-corruption policy by citing section 15 of the Constitution, which has imposed a duty on the the Nigerian State to abolish corrupt practices and abuse of power.”

Soldiers Storm Magistrate Court, Beat Up Officials And Free Suspects
BENIN—There was a mild drama in the premises of Evbuoriaria Magistrate’s Court, Benin, yesterday, as soldiers stormed the court and freed four suspects brought for arraignment by officials of the Edo State War Against Indiscipline, WAI.
Attempt to contact officials of Army Public Relations, 4 Brigade Benin, for comments failed as they could not be reached.
It was gathered that the soldiers had earlier stormed the premises of WAI located at the Ministry of Arts, Culture and Tourism, and allegedly beat up staff of the agency in their bid to rescue the arrested suspects.
WAI officials were said to have arrested a couple and impounded their Mitsubishi car with number plates EDO BEN 451 FH along Airport Road over alleged violation of traffic rules.
The couple put a call to some persons, following which a detachment of soldiers stormed the premises, releasing gunshots into the air and beating up some staff of the agency.
Lawrence Loye, Permanent Secretary, Ministry of Transport, a retired Army Major, intervened and the soldiers left the premises.
The agency’s officials, in line with Edo State traffic and sanitation laws, imme-diately took the suspects to a magistrate’s court.
The suspects were at the court premises with officials of WAI awaiting the assigning of the case to a magistrate, when a detachment of soldiers arrived the court in a Toyota Hilux van and dragged the suspects out of the WAI vehicle into theirs.
A Chief Magistrate described the action as shameful and directed staff to write a petition to relevant authorities.
Edo State chairman of WAI, David Olukogha, said the soldiers, attached to a construction company (names withheld), acted on the orders of an expatriate worker with the company.
He gave the names of the suspects as Edna Oriakogba, Paulinus Ekwugwu, Eddy Inogie and Okwolise Lucky.

THE Economic and Financial Crimes Commission (EFCC) has commenced a probe of immediate past governor of Rivers State, Chibuike Amaechi, based on a petition from a Port Harcourt-based group, The Integrity Group.
The commission will beam its searchlight on some of Amaechi’s projects executed while in office.
Acting on a July 29 petition, the EFCC has already written to the Permanent Secretary of the state’s Ministry of Finance and the Accountant General to furnish it with details on the projects being investigated.
The group’s petition alleged that the state’s electric power projects were sold and proceeds converted to other uses, adding that about N60 billion, being proceed from the sale of the power projects was paid to three companies in Port Harcourt. It alleged that the transfer of the funds was done within one week, between December 1, 2014 and December 8, 2014.
The group equally alleged in the petition that the proposed Karibi Whyte Specialist Hospital, Port Harcourt, had cost Rivers State about N4.63 billion but failed.
Also, The Integrity Group accused Amaechi of appointing a firm of tax consultants, that was allegedly collecting 12 per cent of taxes collected, on a much lower monthly collection target of N2.5 billion, as against the five per cent administrative cost enjoyed by Rivers State Internal Revenue Service, in accordance with the law.
It said the state’s revenue service was generating about N7.5 billion revenue before the tax consultants came in.
While reacting to the petitions, in three letters, dated August 31, 2015, the EFCC asked the Ministry of Finance and Accountant General of the state to furnish it with details of the projects the petitioners complained about.
Signed by Olufunke Adetayo-Ogunbode, Head, Economic Governance, the EFCC asked the Permanent Secretary, to explain certain things relating to the sale of the state power projects and Karibi Whyte Specialist Hospital, which was handled by Clinoriv Specialist Hospital and Leisure Limited.
The EFCC letters to the Permanent Secretary, Ministry of Finance, on the sale of the power projects, entitled: “Investigation activities: Sale of state power projects,” stated: “The Commission is investigating a case of conspiracy, abuse of office and fraud.
“In view of the above, you are kindly requested to furnish the following: (i) Details of all the assets sold to the NG Power-HPS Limited
(ii) Total amount received and the account it was paid into
(iii) Sales agreement/ memorandum of understanding,
(iv) House of Assembly resolution/approval,
(v) Investments made from the proceeds if any,
(vi) Documents indicating due process and
(vii) Any other information that will assist the Commission in its investigation.”
On the Karibi Whyte Specialist Hospital, the EFCC, in the letter, requested the Permanent Secretary, Ministry of Finance, to furnish the following:
(i) Memorandum of Understanding with Clinoriv Specialist Hospitaland Leisure Limited,
(ii) Evidence of due process in the award of the contract,
(iii) Executive Council resolution/approval,
(iv) Total sum allocated for the project
(v) Account number and bank where the funds were paid
(vi) Status of the contract awarded to the company
(vii) Payment certificates issued/valuation reports
(viii) Contract award documents and (ix) Any other information that will assist the Commission in its investigation.”
Also, the letter written to the Accountant General of Rivers State, on the tax consultancy allegation, entitled: “Investigation Activities: Messrs Collect Nigeria Limited,” the EFCC demanded the following:
(i) Details of internally generated revenue between 2007 to date,
(ii) Evidence of disbursement and 5 per cent retained within the period,
(iii) The MoU between the State Government and Messrs Collect Nig. Ltd
(iv) Details of due process in the award of the contract
(v) Details of payment made to Messrs Collect Nig. Ltd
(vi) House of Assembly resolution/approval
(vii) State Executives (that is, State Executive Council) resolution/approval and (viii) Any other information that will assist the Commission in its investigation.”
In the three letters, the EFCC stated that its demands for explanation were “made pursuant to Section 38 (1) and (2) of the Economic and Financial Crimes Commission (Establishment) Act 2004.”
As at the time of going to press, it could not be ascertained whether the Permanent Secretary, Rivers State Ministry of Finance and the Accountant General had responded to EFCC letters.

Man Drags Bank Manager Wife, Her Lover To Okija Shrine Over Property
The battle between a husband and his wife over property has taken a new dimension as the man has dragged the woman and her alleged lover to the dreaded Okija shrine in Anambra State, southeast Nigeria.
The woman, Mrs Blessing Okpoko, who is a regional manager of a new generation bank, reported the latest development to the Lagos State Commissioner of Police, Mr Fatai Owoseni, who summoned to a meeting over the matter.
Blessing informed the CP that her estranged husband, Ifeanyi Okpoko, has taken further step by going to the dreaded Okija shrine to report her and she has been summoned to appear at the shrine.
Ifeanyi confirmed that he took her not only to Okija shrine but to seven other shrines in Igbo land since she claimed that he did not contribute anything to the acquisition of their property that is now the subject of litigation.
He said he went to consult the oracles to decide and punish quickly any of them and their supporters making false claims over the property.
Ifeanyi said Blessing was using her position as a senior bank staff to make some people believe that she owned their joint property, adding that was why he decided to go the oracles so that the truth would be established.
CP Owoseni, during the meeting with them to resolve the issue, lambasted Ifeanyi and Blessing for their conduct and wondered whether the couple had relatives and elders in their communities that could not resolve the issue amicably.
On Saturday, 12 August, suspected thugs were arrested and charged before Isolo Magistrates’ Court for their alleged involvement in the pulling down of a furniture factory in Ajao Estate.
The police at Ajao Estate division also arrested Blessing in connection with the demolition of the factory owned by Okpoko.
P.M.NEWS gathered that the couple had been at loggerheads and had gone to a Lagos High Court seeking for the dissolution of their 13-year old marriage that produced three daughters.
The suit was still pending at the court when the thugs invaded the factory kown as Multicraft Interior located a 14, Alhaji Lukeman Atobajeun Street, Ajao Estate, and pulled down the structure.
Properties worth millions of naira were also destroyed.
At the station, Blessing told our correspondent that she contracted those who went to demolish the place because the land was not in dispute and as such it belonged to her.
She said she went to Alausa and obtained the necessary documents for the demolition and that she has documents which show that she owns the land.

Buhari Registers For National Identity Card
President Muhammadu Buhari was on Tuesday in Abuja registered by officials of the National Identity Management Commission (NIMC) to enable him to obtain his national identity card.
Fielding questions from State House correspondents after his registration inside the Presidential Villa, Buhari said the exercise would confirm the country’s population, especially of those aged 18 years and above.
“I think this exercise is very important as it will confirm our population and those, who are entitled to vote – that is those, who are 18 years and above.
“It will complement the exercise of the Permanent Voters Card.
“So, for those who want their votes to count from whichever party or constituency, they should ensure that they and their families are properly captured like I have been captured.“
In his remarks, the Director General of NIMC, Mr Chris Onyemenam, said that the exercise was a continuous one.
He said that additional enrolment centres would be established in all Local Government Areas of the federation.
According to him, the commission is also planning to open such centres in hospitals, primary schools, and universities.
He said: “So, every enrolment centre that we have established remains open forever; they are like branches of banks.
“We are taking deliberate steps to ensure that enrolment centres are opened in each local government.
“In collaboration with MDAs, we are now extending it to universities. It will also be extended to primary schools and hospitals.
“With the cooperation we expect from INEC – we are meeting INEC today – it will be extended even further.“
Onyemenam said that the commission had so far captured the data of nearly seven million Nigerians.
“The close to seven million that we have in our data base is the product of the pilot scheme that we embarked upon to demonstrate the value of the scheme,“ he said.

Nigeria Spends N16b Yearly Importing Tomatoes
The Federal Government yesterday said Nigeria spends N16 billion yearly on importing tomatoes.
Permanent Secretary, Federal Ministry of Agriculture and Rural Development, Sonny Echono, who puts the country’s domestic demand for tomatoes at 2.3 million tonnes, said the country only produces 1.8 million tonnes yearly.
Echono, who spoke at a workshop on “Development and application of post-harvest handling model for horticural Crops” in Abuja, added that 750, 000 tonnes of tomatoes is lost to post-harvest.
He said: “Horticultural crops, because of their delicate nature face tremendous post-harvest challenges. In Nigeria, specifically, tomatoes has the highest priorities with domestic demand of 2.3 million tonnes of fresh production annually, national production of 1.8 million tonnes, waste of over 750, 000 tonnes and an import bill of N16 billion to make up for shortfall in local production.
“Post-harvest losses have been estimated to range between five and 20 per cent for grains; 20 per cent for fish and as high as between 50 and 60 per cent for tubers, fruits and vegetables.”
Mr. Echono, who was represented by the Director, Agribusiness and Market Development, Engr. Jatto Ohiare, said N717 million is spent by the country in importing citrus.
Echono said the horticultural sector is faced with problem of processing and post-harvest handling, adding that 1.53 million tonnes of citrus production is lost yearly.
He added that government is working with private sector to tackle post-harvest challenges.
He said: “Citrus has national production of 3.48 million tonnes, contributing about 29.71 per cent of the world’s production and 81.93 per cent of Africa’s total output. However, 1.53 million tonnes of citrus production is lost annually as waste while an annual import of N717 million has been recorded.
“The government of Nigeria among other activities and in partnership with the private sector is tackling this through the establishment of the Staple Crop Processing Zones where horticultural crops processing plants are being built and associated clusters of producers identified and assisted with necessary inputs/infrastructures.
“The establishment of two export crop handling, preservation and conditioning centres.”

NOUN Students Threaten School VC In Face-off, Issue 7-day Ultimatum
Students of the National Open University of Nigeria (NOUN) have issued a seven-day warning to the Vice Chancellor of the institution, Professor Vincent Ado Tenebe, over some demands or face damning consequences.
In a letter made available to Naij.com and signed by the students’ representative, Abdulrazaq Hamzat, the students discussed series of issues, asking the school head to take actions as soon as possible or face the unpleasant events that might follow his negligence.
The letter reads:

It is with deep respect and all sense of honor, duty and responsibility that we write to your most respected office, on the deliberate and calculated attempt to deny students of National Open University of Nigeria the right to develop their leadership, analytical, social and administrative skills through a well coordinated student association.
Since the establishment of the National Open University of Nigeria (NOUN), the management has thwarted several moves by students to form a student union like it is prevalent in other universities across the world. You have done so without providing any reason as a defense for this unlawful decision. We say it is unlawful because, it violates section 40 of the 1999 Constitution of the Federal Republic of Nigeria which clearly states that:
‘Every person shall be entitled to assemble freely and associate with other persons, and in particular he may form or belong to any political party, trade union or any other association for the protection of his interests’.
As a result of lack of Student Union in the Open University, the students of this noble University has been looked down upon by the society and their voice lost among comity of students. They have been disregarded, disrespected and looked down upon as less students among both academic and none academics alike. We have been denied a chance to speak for our institution when other students are speaking. This is a grave injustice against the students of this institution.
While students are yet to fully understand the rationale behind the decision of the management, we are not unaware that one of the cogent reason that birthed this discouragement of student union is the fear that a Union of Students will vigorously checkmate perceived injustice and abuse of students’ rights in the University, but that is not enough justification. We wish to remind the management that, it is a well known fact that, a university is a place to acquire knowledge. One of the major skills to acquire in the university is the academic skills. But beyond academic skill, there are others skills that must be developed in the university which if properly acquired, would go a long way in helping students after graduation to properly connect with the society and possess all relevant skills to excel in life.
Those other skills cannot be developed by reading books, they can only be developed through a vibrant student association, where students are required to formulate ideas, engage in intellectual discuss, lead, socialize, develop both political and administrative skills as well as communicate and interact with student leaders from other institutions.
That the management of Open University fails to understand that a Student Union will advance and enhance students’ managerial, analytical, intellectual, political and administrative skills remains a puzzle.
Furthermore, it should be recalled that, the idea of establishing an Open University in Nigeria was strongly influenced by the success of other Open Universities across the world, but it appears suspicious to us why the management of Nigeria’s Open University copied all but deliberately ignored the idea of a Student Union.
The UK’s Open University has what it calls Open University Students Association (OUSA). According to the evidence contained in the documents at our disposal, the UK Open University Students Association played a vital role by popularizing the university through its numerous events, brand items, magazines, advocacy on media and many other activities.
In addition, there exist Students Association in India and China Open Universities. They followed the path of UK Open University, having realized the outstanding role played by their Students Association in ensuring student awareness and shaping public perception about the institution, plus adding value to the quality of management’s policies.
These are facts that the management will struggle to crumple into the waste basket since evidence on this abound.
Consequently, we demand that the management of NOUN provides cogent reasons for their violation of the Nigerian constitution in whose territory the university operates. We are disturbed that a group of learned people who ought to be advocates of the Rule of Law have resorted to all forms of efforts in their quest to cripple justice in their favor.
We must therefore inform that, this is a new era at the university in which justice, transparency and accountability will be our guiding principles.
It is an era of change, and this change will not leave without paying a visit to NOUN. We demand that the management of NOUN reverses its illegal policy of no-students union within 7 days or we shall be left with no alternative but to seek other peaceful means of asserting our rights as Nigerians citizens. It must be noted that, students have right, not one conferred on them by the university, but one which they posses as humans, conferred on them through the universal declaration of human rights and then the Nigerian constitution.
Should the management fail to follow the path of honor, the students shall not hesitate to ensure fairness and justice for itself through all peaceful means.
Finally, we are the major stake holder in this university and as such, we owe ourselves the duty to protect its image through all legal means. We shall not continue to keep silent in face of abuse of our fundamental human rights.

Withdrawal Of Officers From Vips: Police Deploy Men To Airports, Highways To...
ABUJA—Following President Muhammadu Buhari’s directive that the over 130,000 police personnel attached to unauthorised persons and VIPs in the country be withdrawn and deployed to confront the security challenges, Force Headquarters, in conjunction with the Police Service Commission, PSC, is set to commence the implementation.
Consequently, “the PSC, in collaboration with the Inspector General Police, has concluded arrangements to deploy a high level monitoring team to the nation’s airports, highways and other public places to enforce the Presidential directive of immediate withdrawal of policemen from very important personalities, VIP, who are not entitled to their services”.
Chairman of PSC, Sir Mike Okiro, who confirmed this in Abuja yesterday, said: “The monitoring team will have the powers to stop VIPs on the highways, airports and so on, for confirmation of their status and that of the policemen attached to them.”
A statement by Ikechukwu Ani, Head of Information PSC, quotes Okiro as warning that “any erring VIP or policeman caught in such unauthorised beat, will be prosecuted.”
The PSC Chairman insisted that “the Commission and the leadership of the Nigeria Police Force will enforce the presidential directive to the letter, stressing that henceforth only authorised government officials and VIPs will be entitled to police security.
Continuing, Okiro noted that the nation cannot be battling with an inadequate Police Force, while majority of these scarce officers are in the service of few privileged Nigerians, who ordinarily should have no need for them.
He said the Nigeria Police will now be “structured to do its primary duties.”

Banks In Dilemma Over Idle $5bn Deposits
LAGOS — Indications emerged, yesterday, that banks in the country are now in a dilemma on what to do with an estimated $5 billion that is currently idle in their vaults.

Bank foreign exchange officers, who spoke to Vanguard. said that as of today, no bank will buy dollar from anybody. The source said it is not for any other thing but the fact that the banks have more than enough in their vaults.
The dollars being sold by banks for BTA and PTA, they say, have no direct relationship with the foreign reserve, hence the marginal increase in the nation’s external reserve despite continued downward trend in crude oil prices.
Vanguard gathered that banks have been pleading with the CBN to allow them sell off their dollar holdings when the apex bank could not supply enough dollars to fund customers’ request for BTA and PTA. It was learnt that when the CBN finally gave its nod recently, the banks immediately called on their customers and the public to buy Basic Travelling Allowance from designated banks.

A bank customer, who used funds from a domiciliary account to support his ward’s visa application before the glut of the dollar in the system, said the bank made it clear it could not transfer the fund from the child’s domiciliary account to the parent’s account after the visa was secured.
The parent said the bank added that if the child travels abroad, the fund cannot be withdrawn by the parent even if the child had already signed a withdrawal form for the parent’s use when the money is needed.
Banks refuse to accept dollar cash deposits
Banks are now refusing to accept any form of dollar cash deposits and even insist that transfer from one domiciliary account to another in the same bank will be regarded as a form of cash deposit that regulators will frown at.
According to them, the rules are now very stringent and no bank wants to be on the wrong side of the law. In one of the banks, Vanguard learned that no local bank will undertake to do transfer for Nigerian parents whose wards are in schools abroad which accommodation are not directly linked to the school.
Nigerian banks, they added, will also not do a third party transfer. Unfortunately for many Nigerian parents whose wards are enrolled in masters’ programmes in the United Kingdom, many universities in the UK do not provide direct accommodation for second degree students and such students have to contract accommodation with property owners.
Situation worrisome
The situation has become worrisome to many as those who attempted to change huge sums at the unofficial market were given rates they considered ridiculous.
A roadside forex dealer told Vanguard that they do dollar exchange transactions for desperate Nigerians at the rate of between N198 and N203 to the dollar whereas they sell at N225 to the dollar.
Vanguard gathered that many parents with genuine need of transfer to pay for student accommodation in London are desperately looking for alternative means.
A parent, who spoke to Vanguard, said the new policy has created a new form of business for some Nigerians living abroad who are now exploiting the situation. He said that those who have pounds and are living in London sometimes do agree to help pay for student accommodation but ask for an exchange rate of N358 to the dollar.
It will be recalled that the Central Bank of Nigeria, CBN, recently proscribed acceptance of forex cash deposits by banks operating in the country.
Forex market now segmented into four layers
Reacting to the ban, Managing Director, Financial Derivatives Company Limited (FDC), Mr. Bismarck Rewane, in his monthly economic news and views entitled, “Market versus Economy,” presented at the Lagos Business School’s executive breakfast meeting, said: “The forex market is now segmented into four layers. The differential between the segments will widen as the ability to move between segments becomes more difficult and risky.
“The desperation for electronic dollars will push that market to N250. Cash dollars will be at N240. The magnitude of the currency value adjustment will be dependent on when the subsidy is removed.”
He listed them to include the interbank foreign exchange market (IFEM), the BDC rate, rate at which exchange proceeds are converted into Naira and electronic transfer rate.
He said: “The electronic transfer rate and the cash rate were the same before. But now, banks will not accept dollar cash again. When I get dollars, for me to transfer it is going to be too costly.”
The CBN in an advertorial in several newspapers had, however, reiterated that all legitimate requests for foreign currency for eligible transactions, normally referred to as “invisibles,” such as remittances for school fees, student maintenance allowances, BTA, PTA, medical and other eligible transactions, shall be fully met at the official/interbank exchange rate. A statement from the CBN stated that already all the legitimate demands for such transactions through recognised channels have been fully met by CBN.
According to the statement, “the CBN hereby directs all authorised dealers in foreign exchange in Nigeria to henceforth treat as top priority all legitimate demand for foreign exchange for eligible transactions.
“The CBN once again advises individuals that wish to source foreign currency for such eligible transactions to approach their banks with their legitimate demand as the CBN has made adequate provisions of foreign currency for all such legitimate and eligible purposes.
“Furthermore, holders of Naira-denominated debit and credit cards shall continue to have access to the use of their cards at ATM machines in any part of the world but subject to the annual limit of $50,000. ATM withdrawals shall continue to be a maximum of $300 per day.”
In a related development, Guaranty Trust Bank Plc (GTBank), informed its customers of its decision to reduce the daily international spending limit on their Naira MasterCard to $300.

Bank foreign exchange officers, who spoke to Vanguard. said that as of today, no bank will buy dollar from anybody. The source said it is not for any other thing but the fact that the banks have more than enough in their vaults.
The dollars being sold by banks for BTA and PTA, they say, have no direct relationship with the foreign reserve, hence the marginal increase in the nation’s external reserve despite continued downward trend in crude oil prices.
Vanguard gathered that banks have been pleading with the CBN to allow them sell off their dollar holdings when the apex bank could not supply enough dollars to fund customers’ request for BTA and PTA. Tension At NDDC As Top Officials Meet Buhari Over Missing N184billion
There is tension at the Niger Delta Development Commission, NDDC, as the agency’s top officials arrive Abuja to meet with President Muhammadu Buhari, Wednesday over the missing N183.7 billion and other alleged scams rocking the commission.
The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, confirmed the scheduled meeting to PREMIUM TIMES.
“It is true that top officials of the NDDC will be meeting with the President tomorrow (Wednesday),” Mr. Shehu said.
“Although I can’t confirm the exact schedule of the meeting, I can say that it will take place in the afternoon at the Presidential Villa.”
However, a source at the commission who pleaded not to be named because she is not authorised to speak on the issue, said the Managing Director, Dan Abia, would lead the delegation to meet Mr. Buhari.
Other top officials of the commission to accompany Mr. Abia to the meeting include the Executive Director, Finance and Administration, Henry Ogiri and the Executive Director, Projects, Tuoyo Omatsuli, among others.
The source said the atmosphere at the commission’s headquarters in Port Harcourt, Rivers State, was tensed Tuesday following fears that President Buhari might wield the big stick on the leadership of the commission.
“The office was so tensed today because people are not sure what will happen after the President meets with the MD and some of our directors,” the source said.
“Since the news of huge financial scams broke out in the media, there has been an air of uncertainty in the office.
“Nobody is sure of what will happen tomorrow. Management has been fighting hard to stop the media from doing further damage to the already bad situation but it does not seem to work.”
She said the fate of some key officials of the commission hang on the balance and would be determined after the meeting with Mr. Buhari.
With spiraling debt totaling N1.5 trillion, the NDDC has been enmeshed in alleged multi-billion financial scams including the disappearance of a princely N187.3 billion from its accounts.
PREMIUM TIMES had reported on August 8 how two executive directors, Messrs Ogiri and Omatsuli, disbursed N3.8 billion to contractors, leaving the Mr. Abia in the dark.
It also reported on August 8 how, two weeks after the last board was inaugurated, the commission awarded a contract for intelligence gathering, management and mitigation in all the senatorial districts in the nine states within the region.
To circumvent the Public Procurement Act 2007, the contract was split into 30 lots and awarded to political gladiators and cronies of board members and top management staff.
A total of N2.7billion was doled out to 30 companies for the contracts, described as spurious by some insiders.
Again, last week, the Auditor General of the Federation, Samuel Ukara, indicted the commission for its inability to account for N183.7 billion which passed through it between 2008 and 2012.
Mr. Ukara urged the National Assembly to summon top officials of the commission account for the whereabouts of the funds
Reacting to the report which was laid before the Senate, Mr. Ogiri, accused Mr. Ukara of being hasty in making his report public even while the NDDC was still responding to the audit queries.
But the AGF has stood his grounds, maintaining that the NDDC refused to respond to repeated pleas by his office to respond to audit queries issued to it despite sustained reminders spanning over a year in each case.

Economic Growth Falls To 2.35% - National Bureau Of Statistics
Nigeria’s real Gross Domestic Product plunged to 2.35 per cent in the second quarter of 2015, compared to 6.54 per cent in the same period last year, the National Bureau of Statistics said on Tuesday.
The country’s economic growth rate for the second quarter represents a 40 per cent decline from the 3.96 per cent recorded in the first quarter of this year.
The GDP is a measure of economic activity which captures the value of goods and services that a country produces during a given period.
The Statistician-General of the Federation/Chief Executive Officer, NBS, Dr. Yemi Kale, while releasing the GDP report for the second quarter of 2015 on his Twitter account, said, “Real GDP grows by 2.35 per cent in the second quarter of 2015 from 3.96 per cent in first quarter of 2015 and 6.54 per cent in Q2 2014.”
He said oil GDP grew by -6.79 per cent in the second quarter compared to -8.15 per cent in Q1 2015 and 5.14 per cent in the second quarter of last year.”
Kale said, “Electricity, gas, steam, etc grew by -11.61 per cent in Q2 2015, compared to -27.92 per cent in Q1 2015 and -20.57 per cent in Q2 2014. Manufacturing grew by -3.82 per cent in Q2 2015, compared to -0.70 per cent in Q1 2015 and 14.01 per cent in Q2 2014.
“Industry grew by -3.31 per cent in Q2 2015 compared to -2.53 per cent in Q1 2015 and 8.97 per cent in Q2 2014. Accommodation and food services grew by -8.97 per cent in Q2 2015 compared to 26.66 per cent in Q1 2015 and 23.86 per cent in Q2 2014.”
Public administration grew by -10.64 per cent, compared to -12.53 per cent in first quarter of 2015 and 1.17 per cent in the second quarter of last year, while mining and quarrying grew by -6.62 per cent in Q2 2015, compared to -7.91 per cent in Q1 2015 and 5.32 per cent in Q2 2014.
Non-oil GDP growth fell to 3.46 per cent in the second quarter, compared to 5.59 per cent in the first quarter of the year and 6.71 per cent in the second quarter of 2014, the NBS said.

Twin Suicide Bombers Kill Selves, Soldier In Borno
Twin male suicide bombers suspected to be members of Boko Haram sect, Tuesday evening, detonated their explosives at a check point around the Gomari Airport Round- About killing a soldier including themselves.
This explosion is coming barely 12 hours when twin suicide bombers struck in neighbouring Damaturu, the Yobe state capital where 6 people including the suicide bombers lost their lives with 26 injured.
Gomari is a populated community of Jere Local Government Area of Borno state which is part of Maiduguri metropolis.
The explosion which shook the vicinity also injured 4 passersby at about 10:22pm when the curfew time of 9:30 imposed on the city of Maiduguri had elapsed.
Sources said, the suicide bombers were riding on a tricycle after the curfew hours, and when they were asked to stop and park by the military and some of the civilian JTF members who were on patrol at the checkpoint, they immediately complied by the order.
The source said after they (suicide bombers) parked and both alighted from their tricycle, they were asked to come closer to one of the military personnel to identify themselves, unfortunately, when they approached the soldier and some of the civilian JTF members, one of the suicide bomber detonated his Improvised Explosive Devices (IEDs) strapped to his body killing themselves, while the soldier who was critically injured died before reaching hospital for treatment. Buhari Terminates Oil Swap Agreement

With those words, President Muhammadu Buhari on 13th August cancelled the controversial offshore processing and oil swap deals initiated in January this year by the outgone administration of Dr. Goodluck Jonathan.
The agreement was earlier billed to last till December 2016.
President Buhari’s approval is in a bid by the new leadership of the Nigerian National Petroleum Corporation (NNPC) to ensure transparency and due process.
In a memo to the President on August 12, the NNPC sought approval to terminate all such current contracts following a presidential directive.
“This memo purports to seek Mr President’s approval to terminate all current Offshore Processing and SWAP contracts and commence a fresh re-tendering process to ensure transparency, due process and optimized contract terms in favour of the NNPC,” stated the letter signed by Ibe Kachikwu, the Group Managing Director of NNPC.
Responding, the president approved the request in a memo dated August 13 and signed by the Permanent Secretary of the State House, Nebolisa Emodi.
The NNPC currently swaps a part of its allotted 445,000 barrels of crude per day to some oil companies and in return receives refined products.
Oil swap derives from the fact that Nigeria’s four refineries operate mostly below 50% installed capacity and since 2003, the NNPC has continued to allocate them 445,000 barrels of crude oil per day, which corresponds to 100% capacity. The oil swaps have come under criticism following allegations that they have been opaque and the government has been short-changed in the deals.
In its audit between 2009 and 2012, the Nigerian Extractive Transparency Initiative (NEITI) revealed that crude oil swap arrangements are not cost- effective, especially when compared to product prices and proceeds paid to the NNPC.
The audit exposed under-delivery of products by companies awarded such swap contracts to the tune of $866.189 million, and that this comprises Refined Products Exchange Arrangement of $500.075 million and Offshore Processing Arrangement of $366.114 million.

With those words, President Muhammadu Buhari on 13th August cancelled the controversial offshore processing and oil swap deals initiated in January this year by the outgone administration of Dr. Goodluck Jonathan.
The agreement was earlier billed to last till December 2016.
President Buhari’s approval is in a bid by the new leadership of the Nigerian National Petroleum Corporation (NNPC) to ensure transparency and due process.
In a memo to the President on August 12, the NNPC sought approval to terminate all such current contracts following a presidential directive.
“This memo purports to seek Mr President’s approval to terminate all current Offshore Processing and SWAP contracts and commence a fresh re-tendering process to ensure transparency, due process and optimized contract terms in favour of the NNPC,” stated the letter signed by Ibe Kachikwu, the Group Managing Director of NNPC.
Responding, the president approved the request in a memo dated August 13 and signed by the Permanent Secretary of the State House, Nebolisa Emodi.
The NNPC currently swaps a part of its allotted 445,000 barrels of crude per day to some oil companies and in return receives refined products.
Oil swap derives from the fact that Nigeria’s four refineries operate mostly below 50% installed capacity and since 2003, the NNPC has continued to allocate them 445,000 barrels of crude oil per day, which corresponds to 100% capacity. The oil swaps have come under criticism following allegations that they have been opaque and the government has been short-changed in the deals.
In its audit between 2009 and 2012, the Nigerian Extractive Transparency Initiative (NEITI) revealed that crude oil swap arrangements are not cost- effective, especially when compared to product prices and proceeds paid to the NNPC.
The audit exposed under-delivery of products by companies awarded such swap contracts to the tune of $866.189 million, and that this comprises Refined Products Exchange Arrangement of $500.075 million and Offshore Processing Arrangement of $366.114 million.

They say "nobody is above mistake", that's is nothing but the truth, one of my lecturers does say; "error is when u don't know d right thing before saying the wrong thing, while mistake is when u know d right thing but u said d wrong thing"
Everybody is liable to mistakes of course, either silly or not, but some people are not expected to make silly mistakes, else it'll be categorized as unprofessional.
There was a day, I went to file a fresh case @d magistrate court Isabo Abeokuta, normally, any for me, any time I find myself in an/a official/formal organization like that, I express myself in English language because that's d official language, so after greetings, I explained to a woman what I came to do;
I: Ma, I came to file a new case, this is my first time of doing that, please how do I go about it?
The Woman: "E ko iranu siwaju joo, won a ma so Oyinbo bi eni pe won o gbo Yoruba, Oloyinbo o ki ku sile, America ni won n ku si." (Get out with rubbish, they'll be speaking English as if they don't understand Yoruba, English men don't die @home, they die in America). I was so embarrassed as the people there bursted into laughter, I just smiled it off as if it was nothing, I later replied, "E joo ma, bawo ni mo se ma se e?" (Please ma, how do I do it?) She directed me to one young man in d same office, I turned to his table, he looked @me and began to laugh again, "that's how they form as if they can even speak d correct English" he said. I was so annoyed but I didn't show it facially because what I went there to do was very important, he was still attending to me when a man of about 80years old that looks like a professor came in with his son, he followed d grown up son for age declaration or affidavit, the man requested for a teller so that his son could go and pay d necessary fees first;
The old man: Please, where can I get teller so that my son will go and pay d necessary fees?
The young man: Am sorry, there is no teller @d moment, I've WENT to REQUESTED for it more than 5times today.
The old man: You have what!!!?
The young man: I said I have WENT to REQUESTED for d teller several times today.
The old man: Oh my God! People like you still make such mistake? This is not professional @all, young man, it is not "I have WENT", it'll "I have GONE", and why should u say "to REQUESTED" when the correct thing is "to REQUEST". The same rule with "to", when u use "did", then ur next verb has to be present tense. Arms deals: Buhari probes Yar’Adua, Jonathan’s govts
President Muhammadu Buhari that all arms’ procurement deals since 2007 should be investigated.
The late President Umar Yar’Adua was in charge from 2007 to 2010 while former President Goodluck Jonathan presided over the affairs of the country between 2010 and 2015.
According to a statement on Monday by the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, the President directed the NSA to set up the committee with the mandate of identifying irregularities and making recommendations for streamlining the procurement process in the Armed Forces.
Adesina said based on the presidential directive, the NSA had constituted the committee, which has AVM J.O.N. Ode (retd.) as President. Other members of the committee are R/Adm. J.A. Aikhomu (retd.); R/Adm. E. Ogbor (retd.); Brig.Gen. L. Adekagun (retd.); Brig. Gen. M. Aminu-Kano (retd.); Brig. Gen. N. Rimtip (retd.); Cdre. T.D. Ikoli; Air Cdre. U. Mohammed (retd.); Air Cdre. I. Shafi’i; Col. A.A. Ariyibi; Group Capt. C.A. Oriaku (retd.); and Brig. Gen. Y.I. Shalangwa – Secretary. Mr. I. Magu is representing the Economic and Financial Crimes Commission on the committee.
Adesina explained that the establishment of the committee was in keeping with Buhari’s determination to stamp out corruption and irregularities in the nation’s public service.
“It (the committee) comes against the background of the myriad of challenges that the Nigerian Armed Forces have faced in the course of the ongoing counter-insurgency operations in the North- East, including the apparent deficit in military platforms with its attendant negative effects of troops’ morale.
“The committee will specifically investigate allegations of non-adherence to correct equipment procurement procedures and the exclusion of relevant logistics branches from arms procurement under past administrations, which, very often resulted in the acquisition of sub-standard and unserviceable equipment,” he added.
It will be recalled that budget defence and procurement of arms under the Jonathan administration generated controversies.
Highest budgetary allocations were given to the Defence Ministry under the administration. For example, in 2014, out of a total budget of N4.962tn, defence got 20 per cent (N968.27bn).
The administration was criticised for not accounting for a $1bn loan the National Assembly approved for it last year for arms procurement to fight Boko Haram
Also, the Asset Forfeiture Unit of the National Prosecuting Authority of South Africa had in September 2014, confiscated the $15m meant for the purchase of arms by the Federal Government in two separate tranches of $9.3m and $5.7m.
The first tranche of $9.3m cash was found stashed in three suit cases by two Nigerians and an Israeli at Lanseria Airport, north of Johannesburg in September, 2014 while the second amount was seized three weeks after.
The news of the first transaction sparked anger after it emerged that the private jet involved belonged to the President of the Christian Association of Nigeria, Ayo Oritsejafor.
Oritsejafor, a close ally of former President Goodluck Jonathan, said the plane had been leased to a third party and he could not be blamed for its schedules.
The FG later admitted it was behind the arms deal, claiming it acted out of desperation for arms to defeat the Boko Haram sect.
Meanwhile, the Presiding Bishop, The Sword of the Spirit Ministries, Bishop Francis Wale Oke, has called on President Buhari to ensure that people found guilty of corruption in the country are jailed to prove to the whole world that Nigeria is serious in the fight against corruption.
Oke, who addressed journalists in Ibadan on Monday, also announced that the church’s annual convention would commence on August 30, 2015, where prayers would be offered for Nigeria as it tackled corruption, economic and security challenges.

Adesina explained that the establishment of the committee was in keeping with Buhari’s determination to stamp out corruption and irregularities in the nation’s public service.
“It (the committee) comes against the background of the myriad of challenges that the Nigerian Armed Forces have faced in the course of the ongoing counter-insurgency operations in the North- East, including the apparent deficit in military platforms with its attendant negative effects of troops’ morale.
“The committee will specifically investigate allegations of non-adherence to correct equipment procurement procedures and the exclusion of relevant logistics branches from arms procurement under past administrations, which, very often resulted in the acquisition of sub-standard and unserviceable equipment,” he added.
It will be recalled that budget defence and procurement of arms under the Jonathan administration generated controversies.
Highest budgetary allocations were given to the Defence Ministry under the administration. For example, in 2014, out of a total budget of N4.962tn, defence got 20 per cent (N968.27bn).
The administration was criticised for not accounting for a $1bn loan the National Assembly approved for it last year for arms procurement to fight Boko Haram
Also, the Asset Forfeiture Unit of the National Prosecuting Authority of South Africa had in September 2014, confiscated the $15m meant for the purchase of arms by the Federal Government in two separate tranches of $9.3m and $5.7m.
The first tranche of $9.3m cash was found stashed in three suit cases by two Nigerians and an Israeli at Lanseria Airport, north of Johannesburg in September, 2014 while the second amount was seized three weeks after.
The news of the first transaction sparked anger after it emerged that the private jet involved belonged to the President of the Christian Association of Nigeria, Ayo Oritsejafor.
Oritsejafor, a close ally of former President Goodluck Jonathan, said the plane had been leased to a third party and he could not be blamed for its schedules.
The FG later admitted it was behind the arms deal, claiming it acted out of desperation for arms to defeat the Boko Haram sect.
Meanwhile, the Presiding Bishop, The Sword of the Spirit Ministries, Bishop Francis Wale Oke, has called on President Buhari to ensure that people found guilty of corruption in the country are jailed to prove to the whole world that Nigeria is serious in the fight against corruption.
Oke, who addressed journalists in Ibadan on Monday, also announced that the church’s annual convention would commence on August 30, 2015, where prayers would be offered for Nigeria as it tackled corruption, economic and security challenges.
